Bali Plan of Action Implementation Assessment Survey
Sea Resources Management Sdn Bhd in partnership with Australian National Centre for Ocean Resources and Security (ANCORS) were appointed as the Contractor to conduct an assessment of progress made by APEC Member Economies in implementing the 2005 Bali of Plan Action - Towards Healthy Oceans and Coasts for the Sustainable Growth and Prosperity of the Asia-Pacific Community.
What is the Bali Plan of Action?
APEC Ministers responsible for oceans adopted the Bali Plan of Action (BPA or the Plan) at the 2nd APEC Ocean-Related Ministerial Meeting (AOMM2) on 17 September 2005. The AOMM2 was co-chaired by Indonesia's Minister of Marine Affairs and Fisheries, H.E. Freddy Numberi, and Canada's Minister of Fisheries and Oceans, Hon. Geoff Regan.
Developed by 20 APEC Member Economies, the BPA seeks to balance conservation and management of marine resources with regional economic growth. The Plan contains a set of goals that focuses on the development of a sustainable management framework to link oceans and fisheries-related activities in the Asia-Pacific Region towards solid programs and marine management activities. These activities include: the collection of solid scientific data; emphasizing the need for ecosystem-based marine management frameworks; the development of policy initiatives to promote sustainable ocean management; and providing for the needs of coastal communities, with particular emphasis on developing economies within a sustainable framework. The BPA is envisaged for implementation in the near to mid-term period (2006-2009), towards:

What does the BPA project entail?
The BPA survey is part of the FWG 01/2007 project: “The “Implementation of Bali Plan of Action - Regional Stock-take of Current Situation in the Asia-Pacific Region compared with Ministers’ Objectives: A Foundation Assessment”. The objective of the project includes investigating the diverse avenues of influence and leverage to achieve BPA outcomes for the Asia-Pacific Region. The project will also provide a basis for ongoing monitoring and accountability to BPA commitments. Once established, the inventory would be kept up-to-date through regular reporting of the APEC Fisheries Working Group (FWG) and the Marine Resource Conservation Working Group (MRCWG).
The BPA Implementation Assessment project will identify and describe activities implemented by APEC Member Economies, to assess progress of APEC Member Economies towards implementing the goals and actions of the BPA. Data to assess the implementation of the BPA is being collected through desktop research and survey questionnaires. The project also seeks to identify non-APEC activities of BPA relevance occurring in the Asia-Pacific Region in order to identify synergies and options for exploring avenues of influence towards further promoting the goals and actions of the BPA.
The project is under the purview of APEC Fisheries Working Group. The project is also partly funded by the Canadian Department of Fisheries and Oceans.
Objective of the survey
The objective of the survey questionnaires was to solicit rationalized data of a measurable nature in order to assist in identifying, collating information and subsequently, describing activities implemented by APEC Member Economies and other relevant organisations in relation to the goals and actions identified in the BPA. An additional expected result was the potential promotion through the self-assessment of activities by each Member Economy that reflect current implementation progress.
There were two surveys: the first survey was for APEC Member Economies, representing marine-related Government or agencies of each Economy;. the second survey questionnaire was targeted at organisations such as inter-governmental organisations, NGOs and other relevant organisations involved/interested in marine resource use or ocean management (e.g. private sector, universities, research institutes and consultancies). Importantly, respondents of the survey will not be revealed in the final survey findings and reports.
We welcome independent participation in the survey. Thus, if you work within the Asia-Pacific Region and are interested to participate in the survey but have not been personally contacted to participate in this survey, please feel free to participate in the BPA Organisation Survey. We request that you please clearly identify yourself and provide details of your organisation so that we may include your responses in the final assessment of the surveys. Please note that participation in Member Economy Survey is restricted to economy representatives involved in either the APEC Fisheries Working Group or Marine Resource Conservation Working Group. Hence, we regret that the Economy survey questionnaires cannot be made available to the general public. The survey return date has now closed. The final deadline was the 31 January 2008.
Each of the questions in the survey related to one or more goals described in the BPA.

The BPA Economy Survey was sent by email on

The Organisation Survey was sent out to some 154 recipients within 138 organisations. |

As at 5 December 2007, 14 Member Economies and 10 recipients from organisations have returned or submitted their surveys. |

An interim report was released to the client; the findings of which were presented during a further APEC workshop held in 14-18 April 2008 in Piura, Peru.
